Every enduring community eventually encounters the same question.

Who belongs?

The Archive is no exception.

The Archive recognizes that access and belonging are not the same thing.

This distinction forms the foundation of the Fourth Recovery Law.

Access may be recovered through many paths.

Belonging can only be earned.

Access concerns entry.

Belonging concerns participation.

Access concerns opportunity.

Belonging concerns contribution.

Access concerns presence.

Belonging concerns continuity.

A person may gain access to a library.

That does not make them a steward of knowledge.

A person may enter a community.

That does not make them part of its continuation.

Belonging emerges through action.

Through responsibility.

Through consistency.

Through demonstrated care for something larger than oneself.

The Archive therefore refuses to treat belonging as a commodity.

Anything that can be purchased can also be abandoned.

Anything that can be granted without participation can be held without commitment.

Belonging develops through contribution.

Through stewardship.

Through memory.

Through participation.

Through responsibility.

The Archive welcomes entry.

The Archive values access.

Yet belonging begins only when participation begins.

Access remains open.

Belonging remains earned.

Entry remains possible.

Continuity remains protected.

Access may be recovered through many paths.
